HRD Corp claim submission: claim after training, via e-TRiS

Training done, records in hand — now get your money. This is the exact e-TRiS claim sequence, the documents HRD Corp expects, the six-month deadline you cannot miss, and the mistakes that get claims rejected.

This guide is general information for Malaysian employers, not official HRD Corp advice or legal advice. Processes, rates and forms are set by HRD Corp and can change — always verify against the official links at the end before you act.

This is the final stage of the HRD Corp claim journey — submitting the claim after the training, against a grant that was already approved. The one deadline that matters: since 1 August 2019, claims must be submitted within six (6) months of the training completion date. Miss it and the funding is lost.

Before your first claim: e-Disbursement

If this is your first claim, complete e-Disbursement registration first — this records the bank account HRD Corp will pay into. Without it, an approved claim still cannot be disbursed. Do this once, ahead of time, so it never holds up a payment.

Sign in to your employer e-TRiS account; first-time claimants set up e-Disbursement bank details.

Applications → Claim → Submit Claim With Grants
Open the claim menu for claims tied to approved grants.

Select the completed grant
In the Action column, click Claim on the approved grant whose training is complete.

Verify grant, trainer & attendance
Check the pre-filled grant details; confirm trainer and trainee attendance data.

Enter claim amounts & upload documents
Fill claim amounts for allowable items and attach the supporting documents.

Declare & Save & Submit
Complete the declaration, tick the pledge box, and click Save & Submit.

The full click-by-click sequence

Following the official HRD Corp Support Centre steps, inside e-TRiS:

  • 1. Log in to your employer’s e-TRiS account. (First claim? Complete e-Disbursement registration first.)
  • 2. Go to the Applications section.
  • 3. Select Claim.
  • 4. Choose ‘Submit Claim With Grants’.
  • 5. In the Action column, click Claim — only approved grants with completed training appear here.
  • 6. Provide the contact details for the officer to be contacted, then proceed.
  • 7. Verify the pre-populated grant application information.
  • 8. Confirm the trainer information (updated by the training provider).
  • 9. Confirm the trainee attendance data (updated by the training provider).
  • 10. Complete the trainee attendance form.
  • 11. Fill in the claim amounts for allowable items and upload the supporting documents.
  • 12. Complete the employer declaration, tick the pledge box, and click Save & Submit.

Documents to have ready

Compile these after training so the upload step is quick:

  • The signed JD14 claim declaration (joint provider–employer form).
  • T3 attendance forms signed by trainees.
  • Attendance records for every session.
  • Participant evaluation forms.
  • Tax invoice from the training provider.
  • Proof of payment / receipt (where applicable to the scheme).
  • Any other document HRD Corp requests for verification.

JD14 and T3 — the two forms that matter most

  • JD14 is the joint claim declaration: the training provider fills it in, and the employer’s authorised person (Director, HR Manager or finance PIC) checks, signs and stamps it. It can only be finalised after the training is completed.
  • T3 is the official attendance form trainees sign — full name, IC number, employer name, nationality, gender and signature — and it is the primary proof the training took place.

Your registered provider usually prepares both; you check and sign/stamp the JD14 and confirm the T3 attendance is complete. See HRD Corp’s Form JD14 guidelines and claim supporting-document reference.

Deadline, processing and approval

Submit within six months of completion. After you click Save & Submit, HRD Corp reviews the claim; a letter of approval is emailed to you, and the claim and payment are commonly processed within about seven (7) working days of approval when everything is in order.

Why claims get rejected

  • Late submission — past the six-month window.
  • Mismatched documents — names, dates or amounts that disagree across attendance, invoice and receipt.
  • Amounts above the Allowable Cost Matrix — the excess is disallowed.
  • Incomplete attendance — unsigned sheets or missing sessions.
  • No e-Disbursement details — payment cannot be made.

In e-TRiS: log in, go to Applications → Claim → Submit Claim With Grants, click Claim on the approved, completed grant, provide officer contact details, verify the grant, trainer and attendance data, complete the attendance form, enter the claim amounts and upload supporting documents, then complete the declaration, tick the pledge box and click Save & Submit.

Claims must be submitted within six (6) months of the training completion date (effective 1 August 2019). If you miss the six-month window, the claim is forfeited, so submit promptly after the course ends.

Typically attendance records for every session, participant evaluation forms, the tax invoice from the provider, and proof of payment/receipt where applicable. HRD Corp may request any other relevant documents for verification, so keep your records complete and consistent.

e-Disbursement is the registration of your company's bank details so HRD Corp can pay approved claims into your account. First-time claimants must complete e-Disbursement registration before submitting, otherwise an approved claim cannot be paid.

After submission, HRD Corp reviews the claim and emails a letter of approval; the claim and payment are commonly processed within about seven working days of approval, provided the documents are complete and within the Allowable Cost Matrix.
