How the HRD Corp levy works

Employers with 10 or more Malaysian employees in a covered sector must register with HRD Corp under the PSMB Act 2001 and pay a levy of 1% of monthly wages. Employers with 5 to 9 Malaysian employees may register optionally, at 0.5%. Wages here means basic salary plus fixed allowances.

For example, a company with 20 Malaysian employees and a monthly wage bill of RM100,000 pays RM1,000 a month, or about RM12,000 a year. HRD Corp was previously called HRDF (Pembangunan Sumber Manusia Berhad), which is why many people still say “HRDF levy”. Our HRD Corp registration and levy guide covers who must register.

Turning your levy into AI training

The levy you pay sits in your HRD Corp account and can fund training from registered providers. For AI courses, the usual route is the SBL-KHAS scheme: your HR team applies for the grant before the class, and HRD Corp pays the provider directly. The Allowable Cost Matrix guide explains what each cost line can cover, and the HRDC claim guide walks through the steps.

Our public 2-day courses are RM3,500 per person through the HRDC route, plus 8% SST. For a whole team, an in-house class priced per day for the group is usually cheaper per head. Browse the HRDC (HRDF) claimable AI courses, or start with how we run AI training in Malaysia.
